the 30-year fixed-rate mortgage (FRM) rate averaged 3.60 percent, the lowest it has been since November 2016.

Sam Khater, Chief Economist at Freddie Mac, notes how this is great news for homebuyers. He states,

“…consumer sentiment remains buoyed by a strong labor market and low rates that will continue to drive home sales into the fall.”

Low Rates Continue, Despite Weakness in the Market

Since the start of the year, the general trend in mortgage rates is down. Despite the fact that underlying bond market (where rates are derived) is weaker. 

Typically, bond market weakness is associated with higher interest rates.

To understand this, consider that a bond is essentially a loan.  An investor who buys a bond is buying the right to collect interest payments on a loan.  That investor is effectively "the lender."
